Judicial Reform in Ukraine

As part of its mission to help strengthen national anti-corruption measures, III has partnered with several initiatives to support judicial reform in Ukraine, including the European Union Anti-Corruption Initiative (EUACI), the New Justice project (funded by USAID), and the Open World Program.

In particular, III Chair Judge Mark Wolf and III board members have provided support for the development of Ukraine's High Anti-Corruption Court (HACC). This has involved: multiple trips to Kyiv to meet with HACC judges; speaking on public panels and training events; and recommending international experts to serve on judicial selection committees. One of these candidates, Justice Robert Cordy, was selected in November 2021 to serve on Ukraine’s Ethics Council, which is charged with reviewing the integrity of the current members, and applicants for appointment to, Ukraine’s highest judicial governance body, the High Council of Justice. Former III board member Tom Firestone was one of the foreign experts participating in the selection of a new Ukraine Special Anti-Corruption Prosecutor.

III planned to host a delegation of Ukrainian judges in Boston in March 2022 for the Open World Program, but the trip was postponed due to the Russian invasion. III will resume its work with HACC judges in April 2024.

III stands in solidarity and support with partners in Ukraine who bravely stand up for democracy in the face of corrupt authoritarianism and foreign aggression.
